双主编模式下充分发挥外籍主编作用的实践——以《Journal of Marine Science and Application》为例

探索英文科技期刊提升国际影响力的重要举措,与同行期刊交流参考。以英文期刊《Journal of Marine Science and Application》(JMSA)为例,从聘请外籍主编开启双主编办刊、外籍主编在促进期刊国际化发展的重要举措、期刊国际化发展的显著变化等方面阐述了外籍主编对提升英文期刊国际影响力的重要作用。自双主编办刊以来,《JMSA》国际稿件的质量和比例、国际影响力和认可度显著提升。实践表明,聘请支持期刊发展且具有高影响力外籍主编、充分发挥外籍主编引领作用,能够快速提升英文科技期刊的国际影响力,并大大加快期刊的国际化发展进程。

通过提炼总结科技期刊融合发展经历的刊群化、媒体融合、共享3个发展阶段,分析科技期刊融合发展的内涵。根据建立的科技期刊融合发展模型,分别从期刊层面和集群平台层面探讨融合发展策略并分析融合发展效果。最后从意见领袖机制、沟通协同机制、流程再造、激励机制、人才培养、盈利模式等6个方面给出融合发展的相关建议。     

Agile Project Management in Libraries: Creating Collaborative,Resilient, Responsive Organizations

Libraries must continually adapt to meet the ever-changing needs of users. Doing so requires the ability to be flexible and respond quickly. This is a case study of how The George Washington University Libraries rethought its approach to collection development using a cross-functional, team-based strategy that leveraged the benefits of Agile project management. Adopting an Agile approach to collection development maximized the impact of the library’s financial resources and enabled staff to develop new skills. This project underscores the value of collaboration, agility, and experimentation in libraries.     

Public and private value in citizen participation in E-governance: Evidence from a government-sponsored green commuting platform

Citizen participation in E-governance is, essentially, a social exchange between individuals and their government through which the citizen creates public value as well as acquires private value. The direct effects of participation antecedents on participation outcomes have been fully examined, but few researchers have investigated the internal mechanism of citizen participation at the level of psychological value perception. The roles of perceived public and private value between the participation antecedents and outcomes remain unclear. Private value merits careful research in particular as the E-governance environment is being shaped by increasing privatization and continuous IT innovation. Based on the cognitive integration theory and the civic voluntarism model, this paper proposes a theoretical framework to examine the mediating roles of two values. We built a complete research model encompassing ten hypotheses centered on citizen e-participation in the context of green commuting governance. By analyzing survey data on a green commuting platform, we demonstrate the significant mediating effects of these two values and greater effect of private value acquisition on continuous e-participation intentions than public value creation. Our results have important research implications in regards to the roles of perceived values in participation, especially perceived private value.     

Measuring scientific contributions with modified fractional counting

We develop and propose a new counting method at the aggregate level for contributions to scientific publications called modified fractional counting (MFC). We show that, compared to traditional complete-normalized fractional counting, it eliminates the extreme differences in contributions over time that otherwise occur between scientists that mainly publish alone or in small groups and those that publish with large groups of co-authors. As an extra benefit we find that scientists in different areas of research turn out to have comparable average contributions to scientific articles. We test the method on scientists at Norway’s largest universities and find that, at an aggregate level, it indeed supports comparability across different co-authorship practices as well as between areas of research. MFC is thereby useful whenever the research output from institutions with different research profiles are compared, as e.g., in the Leiden Ranking. Finally, as MFC is actually a family of indicators, depending on a sensitivity parameter, it can be adapted to the circumstances.     

营造场馆特色:基于藏品的传播策略

目前我国科技馆对科技藏品重视不足,未能善加利用科技藏品的历史意义和丰富内涵编撰展览“故事线”,同时对科技藏品的学术研究力度不够。本文通过对美国加州科学中心“奋进号和加州的故事”等展览的考察与分析,并结合“情境教学法”及“沉浸、认知”等相关概念,探讨科技藏品在“讲故事”、深化展览思想内涵、开发文创产品、营造场馆特色等方面的特殊作用。     

Strategic library and information services models for the visually impaired persons: The South African Library for the Blind perspective

The South African Library for the Blind (SALB) contributes to the quality of life of print-impaired people encouraging independence through access to information, informed decision making, and taking pleasure in the enjoyment of recreational reading. In realizing the vision, SALB implemented two strategic models; agent mini-libraries and comprehensive mini-libraries. Management and administration of the services rendered is covered in detail. The project was pioneered in one of the provinces and has been rolled out to other provinces. The paper highlights how visually impaired people experience in a tangible manner, assistive technologies, training and interaction with community members and use libraries.     

Medical library services in Switzerland: catching up with EBM

The feature is a part of the series about medical library services in various countries. It gives an overview of medical library services to support research, education and clinical practice in Switzerland. Data were collected by means of an online survey and set in the wider context of the Swiss healthcare system. Key findings are that library services, including support by academic librarians, are provided to health care staff in hospitals – both university and others, while there is no information service infrastructure to serve the large number of GPs and specialists who mostly run their own practice. The authors recommend that – if the health authorities take EBM seriously – information services should be introduced for these small practices. J.M.
